Because hand sanitizer is typically at least 60% ispropyl alcohol or ethyl alcohol. Alcohol molecules aren’t stuck together as strongly as water molecules, so it takes a lot less energy for them to separate, meaning alcohol evaporates much faster than water, especially when it’s in contact with your warm skin.
