eli5: How is money collected from a lawsuit?

I don’t know anything about civil suits, but from the outside looking in it seems like it’s very easy for defendants to dodge, delay, withhold payment, hide assets, etc. When a judgement is handed down, how is it enforced? And how often, if ever, are assets seized/frozen?

Years ago I got a small claims judgment against a mover who held my stuff for ransom until I paid inflated charges and also damaged a lot of my furniture and my house. Of course he didn’t pay. There’s a filing you can do (I’m in California) that requires the defendant to come back into court and prove why he can’t pay. He’s subject to arrest if he doesn’t show up. I made that filing and the guy paid me.
