Eli5 how it’s 100% humidity…but no rain?

How can it be 100% humidity per weather app, but it’s only just thick out. No rain. Same vein, when its humid, then rains, why is it sometimes so much better afterwards, then other times it’s way worse, like steamy afterwards?

It’s called relative humidity. It means the air is holding x% of moisture vapor at a given temperature on the ground. For rainfall, the moisture levels at the clouds needs to be 100%.
