What friction? the outer and inter-core are more at practically the same rate so there is no friction between them.
Technically is a small difference of a quarter of a turn in a century, but that is extremely low speed and the outer core is liquid metal so not a lot of friction

I assume you’re referring to the movement of the mantle (the layer of magma under the crust) that moves due to conversion currents that are created by the difference in heat between the layers.
