Hydro isn’t a gas, its an element.
Elements have “states” most common are gas, liquid and solid. These states are commonly triggered by temperature. E.G: Oxygen is a gas at most common temperatures found on earth, however is you make it cold enough it becomes a liquid, if you make it even cold it becomes a solid.
H2O aka water is commonly a liquid at any temp above 0c and below 100c
