Soapy water acts as a lubricant allowing you to place the decal exactly without out sticking down too quickly in the wrong location. Once placed you squeegee out most of the water and any air bubbles. When the water evaporates full adhesion occurs.
Alcohol is a fast evaporating solvent. It’s good for cleaning a surface like glass of any impurities. Because it evaporates so quickly and also might weaken certain adhesives, it’s probably not ideal for setting stickers.
Hydrogen peroxide is an oxidizer composed of water with an extra oxygen ion. It reacts primarily with organic substances. It does not evaporate fast so it might be suitable as a decal set but I would be concerned about the oxidizing properties potentially affecting colors or adhesives.
