It is an analogy with some figurative speech. It means making a design that cannot be easily changed.

Hyperbole is an exaggeration for emphasis, and while you aren’t literally jumping on anything, that isn’t the point of the expression.

If you’re talking about that phrase in the sense of joining something or a new trend, it would be a metaphor
