If you kept turning the cup in the same direction, the contents would eventually start turning with it, as friction between the sides of the cup and the juice inside eventually spins the juice. If you turn the cup quickly for a short period of time, the juice’s inertia will keep it still, sort of like the trick where you pull the tablecloth out from under a set table.
It’s called intertia. Things that aren’t moving will keep not moving unless they are pushed. The juice doesn’t push the other juice or ice very much so it stays still.
