Trains have to blow their horns at crossings. I know this because the small town where lived had 11 crossings in a three mile stretch. I lived in an apartment that was so close to the track that I could spit on it.

They whistle to warn people they are coming. They do it at all grade-level road crossings to warn drivers who may not see them around a bend or who may not be paying attention.

As everyone mentioned, they whistle at crossings. You said that you aren’t near any crossings but they also give short blasts when they are about to move. You may be near a location where they are adding or subtracting cars from their train or are moving cars onto different tracks at an industrial site near you. Every time they stop and switch direction they will give a whistle to let everyone know the train is about to move.
