Because the goal of any species is reproduction. The parts that are necessary for that purpose are going to be the most sensitive both to ensure they’re protected and to make the act of reproduction more pleasurable to encourage the behavior. To that end, there are a lot of nerve endings there to make any feeling more intense, including pain
