Eli5: “That technology is years away”

Scientists say this in regards to future technological innovations, how do they know this and what technology will be, but they haven’t done it even with knowledge of it theoretically?

Past experiences.

You see a news article of some lab with a new technology. But, past experience says that taking a simple lab test proof of concept and making it a product on the shelf actually takes 8-10 years. This is because scaling up production always has problems. Getting manufacturing always has problems. Mass production never works as well as a single experiment performed with care. There are whole specialities in scaling things up.
