The first S, or specifically the leg opposite the fixed angle, can swivel because there are two angles in which that leg can intersect the unspecified-length side. Since the angle between the two fixed-length sides isn’t given, that can change. The remaining angle is also not given and thus can change to complement the S-S angle.
