The names are a little misleading. Of course, any camera connected to your network will have an IP address. So both a cloud camera and an IP camera have IP addresses. The cloud camera uses it’s internet connection to talk to a service outside of the home where the recordings are stored.

An IP camera is generally not talking to the internet but rather talking to another bit of equipment on the local network where the recordings are stored. So that might be a PC on your network running some kind of video recording software, or it might be a purpose built appliance that’s doing the same thing.

One of the BIG differences is, generally the cloud services require you to use their own cameras, where’s with an IP based camera you can mix and match what kind of camera you buy.

IP Based means that cameras work over a computer network and store video on a digital NVR (hard drive)

This is opposed to an older analog system that recorded video over Coax cables to tapes, usually to just a VHS recorder

Cloud based means that the cameras are controlled and record to a cloud based service.

Cloud based cameras are still IP based, but the recorder isn’t on site

“The Cloud is just someone else’s server”, in other words someone else is managing the physical recording device for you.

“IP based” means the camera connects to your home network like other PCs, laptops, game systems, etc. As opposed to outputting some kind of traditional video signal like Composite or HDMI maybe.

“Cloud based” means it’s still IP based, but also connects to the internet. Probably forwards the video feeds to the cloud where they store it for you as a service. As opposed to you having some kind of recorder/storage on the network.

IP-Based video surveillance would be live feed via network requiring a physical DVR to record on site where as a Cloud-based system would not require a DVR and store on a cloud server.
