The ISLT is the theory that a state legislature can set the rules for elections without any check from the state judiciary or executive. Under that theory, if the state legislature were to say “Whoever is winning 10 days after the election officially wins, all recounts have to end by then,” and the state supreme court were to say “No, you have to keep counting until you’re sure every vote is counted,” then the judiciary’s ruling would be illegitimate and unconstitutional.
As far as I recall, none of the legal decisions in 2000 ultimately rested on the ISLT. The Supreme Court decided Bush v. Gore on the basis of the 14th Amendment.
