Without knowing the context it’s difficult being clear but HR (hazard ratio) of 1.71 means the thing you’re studying was 1.71 times (ie 171%, not 1.71%) _more_ likely to be observed in the population you were looking at compared to a control population.

95% CI (confidence interval) means the author is 95% confident the actual true answer to the question you were trying to answer is between 1.42 and 2.05.
