Eli5 what does the phrase “love to hate” mean. I’ve only heard it regarding characters in tv/movies/books/etc. How can you enjoy hating something?

In many cases, you can find the villain of a storyline enjoyable, even if you are rooting for their eventual defeat. You can think that the villain is awesome, even if you know that they’re bad and have to lose at the end.
