Electrogravitics is a claimed effect or anti-gravity force produced by an electric field’s effect on a mass. The name was coined by Thomas Townsend Brown who tried unsuccessfully most of his life to market it as a propulsion method. This lack of success was probably due to a lack of evidence that it actually exists as a real phenomenon.
If it is a “good hypothesis” probably hinges on what you think makes a hypothesis good. It is conceptually testable, the only problem being that all reliable testing shows the hypothesis to be false.
