Generally the cookies will be blocked. The “accept all” button on the website is just telling the web server that you give permission for it to send cookies to your browser. If your browser has been configured to block cookies then it’s still going to block any cookies that the server sends. It won’t care whether the site asked for your permission before sending the cookies.

You to browser: “OK, this guy is kinda shady. Don’t take cookies from him.”

Browser: “k. No cookies.”

Website to you: “We use cookies! You should let us! Accept all cookies?”

You to website: “Oh, suuuuure. I’ll definitely do that. Honest. Really.”

Website to browser: “Here are some cookies!”

Browser: *stares at cookies* *slowly backs away*

You will not get cookies anyways, the website can send you cookies but can’t force your browser to save them.

Ironically the next time you will access the website you will see that button again, because the fact that you accepted or denied all cookies is stored in a cookie, which your browser blocks.
