The honest answer is nobody knows.

We do know that when you feel guilty some levels of chemicals go up and down in different parts of the brain, especially the front bit, but that’s it.

Precisely what is happening is anyone’s guess.

The same holds true for anything else the brain does, we know far less about the human brain than we like to pretend.

Your brain lets loose some angry juice up there. Because you feel the social contract has been broken and you’ve been abused. You cause a mess and that encourages others to not do that.

Or, did you mean, when you feel guilt?

Your brain lets loose the sad juice. Because humans are social animals and we do something that harms our society, a normal healthy brain will disincentivize that action. Offer not available for psychopaths.
