eli5: what happens when dielectric is place between the capacitor plates?

What do you mean placed? Unless the plates were touching before (wich stops making it a capacitor) you can only replace the dielectric air that was there before.

Do you mean putting one in that has a higher permittivity? Then it depends if your capacitor is charged and if it’s connected to a supply voltage. (If it’s charged but disconnected voltage will increase, if it’s connected to a voltage charge will decrease)

A dielectric is a material whose conductivity is control by a magnetic field. This makes what you described operate like a switch controlled by a magnetic field. Now, the actual operation is a lot more complex, but that’s good enough for an ELI5
