idk if this is just a midwestern thing, but there are so many signs i see titled “adopt a highway” what does that mean? how can you “adopt” a highway?

It’s a national thing (at least it exists in all the states I’ve driven through) where a group or organization “adopts” a section of highway and goes out to pick up trash occasionally. It’s a charity/public service activity.
