To oversimplify it, after the Ottoman empire was mostly forced out of the Balkans, they were still holding on to territories that were populated by Balkan ethnicities. The Balkan nations mostly used this as an excuse to start the First Balkan war and liberate those terriotories, thus bringing the population back within its country and extending their borders.
After the war ended with an absolute defeat for the Ottoman empire, the countries in the Balkan League began arguing over the newly liberated terriotories, mainly North Macedonia and South Dobrudzha, which lead to the Second Balkan war.
