I don’t think “true kingdom” is a widely accepted term. Are you talking about absolute monarchy? This is the idea of a monarch (king or queen) who has absolute power. But it’s a bit debatable what actually counts as an absolute monarchy, since every monarchy is different and there are always some practical constraints on the monarch’s power, including ultimately the threat of a revolution, coup or assassination if they upset people too much.

KINGdom: lead by King and or Queen, so if the ruler declare themselves as such, they are kingdom.

A kingdom is when the country has a king/queen/local translation as the head of state. Nothing more to it.
