An Order to Show Cause is issued by the judge to have a person appear before them to explain why they shouldn’t be spanked for some misdeed.

From my understanding, a motion is a request made during a legal proceeding while an OTSC (Order to Show Cause) is a court order that requires someone to come to court and explain why they shouldn’t be held in contempt. Hope that helps!
