It interferes with the function of PCNA, a protein complex that is important in bringing together a bunch of other proteins to make DNA replication happen. That’d be very toxic in its own right, but PCNA tends to be changed in a particular way in cancerous cells and this new drug hits that changed form in particular.
tl;dr it just does very well at the core idea of chemotherapeutics, exploiting differences between cancerous and normal cells to kill the former but not the latter.
