eli5 what is the permanent approrment act of 1929

I understand it for the gist part that the cap the senators at like 435 but my questions really are what’s the purpose of them saying that it’s permanent it’s not constitutional so it could be changed why is no one ever tried to change that and why is it based off of the 1910 census but it’s permanent I don’t understand what the the benefit of the law would even be. but my question really lies in the strictness of the wording the relationship to the census.

Not senators. Representatives. The law capped the number of reps in the house at 435. Prior to the law passing , representatives would be reappropriated based on census results and the number was fixed. I’d this law wasn’t passed we would current have around double the number of seats in the House of Representatives

It is “permanent” in the sense that the number was capped at 435. Yes, it could be changed with a new law, but don’t get too hung up on the titles of legislation. Titles are more to convey the gist or intent rather than strict legal reading of the law.

As to why no one has tried to change it, it is likely do to the fact that it gives a larger voice to more rural states; any attempt to change it to give _more_ of a voice would be blocked by populated states and any attempt to give _less_ of a voice would be blocked by rural states.
