Static electricity forms when objects rub together. Electrons are transferred between their surfaces, with some materials pulling and other materials pushing, different material pairs produce static in different amounts.
Normally, high voltages dissipate through air. Wetter air carries the charge away faster. In the winter, the air is almost always way less humid, and so you get charge carried away much slower.
