Basically it is using seals to make the interior of the phone water resistant. Using gaskets around all of the ports, sealing the back and front of the phone. It is not new tech, but it costs more to do it. If you watch a tear down of one, from Ifixit or Jerryrigeverything, you can see how they do it specifically.

Water proofing (And, honestly, it shouldn’t be called this in most cases. It’s mostly water resistance) is just a bunch of manufacturing techniques to try to make it harder for water to travel to core components that would fail in water. You can do this in a lot of different ways, like making it so water has to travel a bit or limiting the amount of space between materials. You can use use things like glue and rubber seals.

The phones have an extra challenge because of the microphone and speakers, but it all boils down to the same: rubber along all the seams so that water can’t get in.
