So let’s say a Basketball player tore a muscle in his leg bad to where it needed surgery. When he is in the rehabbing process, is he going to need to completely work that muscle out from scratch to build back strength? Or if a bodybuilder tore a muscle is it going to be super noticeably smaller?

Nah. For someone with previous training the body builds muscle mass back up significantly faster than for a person who hasn’t trained before. Also, while some parts of their muscle coordination may have to adapt to do things a bit differently after a significant injury, they will still have a mostly intact muscle memory, which helps a lot with increasing execution efficiency even with slightly lower muscle mass.
You could probably take a pro MMA athlete, cut off one of his legs, put him in coma for a month and he’d still whoop your ass, that’s the power of muscle memory ;P
