Eli5 When an Athlete tears a muscle does he have to start over?

So let’s say a Basketball player tore a muscle in his leg bad to where it needed surgery. When he is in the rehabbing process, is he going to need to completely work that muscle out from scratch to build back strength? Or if a bodybuilder tore a muscle is it going to be super noticeably smaller?

It’s not a total restart like they never worked out before. They are repairing the tear not removing mass. And also if you haven’t worked out in a while you’ll bounce back to your “prime” strength more quickly than original build time.
