They rise until the air pressure differential between the balloons internal air and the atmosphere becomes too great for the balloon to contain. This pressure differential will be different for each balloon and vary based on how much it was inflated.
They then pop and flutter back down to earth. Statistically speaking they end up in the water, because the Earth is less earth than water..
TLDR:. They kill sea animals so stop letting them go.
