eli5 why are axes in movies and TV shows dull? Are they always sold that way and sharpened later on what?

It’s a lot of effort to keep a movie prop sharp that mostly just makes the prop more of a hazard to the actors on stage. Like, nobody *actually* wants the prop to be able to hurt someone.
