It’s insulation from temperature, padding for their exploits, **and** fuel storage for growth. And I’ve probably missed something. But it does a lot of jobs, which is why they’ve got a little more and then perspective (little baby body, little bit more fat) exaggerates the chubbiness.
Babies have much higher metabolism than adults since they’re growing so quickly; during the first year of life, they can easily consume more than 10% of their body weight every day!

The fat is not normal fat its brown fat. This kind of fat keeps the baby from freezing from the elements as it’s too tiny to protect itself from them. This type of fat melts away on its own as the baby ages, little to no exercise is needed.

Seriously though, there is research that suggests babies are cute. They’re very cute and make people want to give them hugs, kisses, and cuddles.
