ELI5 Why are ferrets illegal in California?

California is a large agricultural provider for the Country. Those animals can be destructive to crops or just be invasive and bad for the environment. Mainly for the agricultural reasons though.
CA has a list of animals that are legal to own as pets. If it’s not on that list then it is illegal to own them. It’s not really species specific, just a very broad list. Monkeys, squirrels, gerbils and hedgehogs are also on the list.
