They create the illusion of longer legs, an indication of puberty, and forces the back to arch, an indication of arousal.

As to why they are endured despite the damage, it’ll be the choice each individual person, but to some, the fashion is worth the relatively low chance of damage.

Wearing high heels not only makes you appear taller but but they force a person to shift their weight while standing so that your butt and your chest stick out more than normal giving you a more appealing appearance.

That and they come in all sort of stylish shapes and colors.

High heels were originally invented for men and were intended for riding horses. The extra heel was to keep your feet in the stirrups. The were mens fashion for a long time until they evolved into womens fashion.

Apart from the aspects mentioned in the other comments: wearing impractical clothes is in general often used as a status symbol throughout cultures. It shows off that you don’t have to do any hard work where that clothing would get in the way.
