ELi5: Why are humans rather obsessed with having most of things set to an even number? It’s almost an internal crime to set the volume on the TV to 19 instead of 20, or set the brightness to 59 instead of 60.

I disagree with your premise. I think the volume is set to a level that’s comfortable. Brightness is set once and never seen again. I think you’re presenting the exception as the rule here.
