A lot of deaf and hard of hearing people aren’t as literate as hearing people are. This is because the education system in the past did not prioritize teaching them to read and write. This has changed since then. Some deaf people are proud of their culture, to the point where some would prefer not to become able to hear, and will decline cochlear implants. They have a very tight knit community.

This I learned working for a company that provides services to the deaf and hard of hearing, as well as people who have difficult speaking as well.

Not all deaf people are good at reading the spoken language of the country where they live. Each sign language is an independent language. So for people for which a sign language is their maternal tongue, the spoken language of the country where they live is a second language they learned afterward and can be less good at. Also, written languages don’t convey emotions as well.

Sign language isn’t english any more than russian is english – it’s entirely possible (though increasingly less likely) to be fluent in sign language and not know any english, written or spoken. It’s also possible to be fluent in sign language and not be particularly good at reading english, especially if ASL is your native language.

Because English and sign languages are completely different and deaf people regard English as a foreign language. If you’ve ever seen a comment written by a deaf person it tends to be grammatically incorrect or awkwardly written but the spelling tends to be impeccable because they learned the language through reading.
