‘Uncontacted’ usually means uncontacted by Europeans or the greater world community and excludes neighboring tribes.
So called uncontacted tribes in the amazon or new guinea did have contact with their neighbors usually just not with outsiders.
The obvious problems in the European context is that in Europe everyone’s neighbor is also European.
There are plenty of relatively isolated communities in Europe that don’t get many foreign visitors, but they don’t count as uncontacted.
