Eli5 Why baby powder helps dampen static charges?

I’ve never heard of this til today and nothing I can find online is proving it’s true or that it’s a hoax.

Static electricity is an imbalance of electric charges within or on the surface of a material or between materials. The charge remains until it is able to move away by means of an electric current or electrical discharge.

Baby powder basically “levels off” your charge, because it’s made out of really tiny particles
