If their costs are greater than the tax they pay, how come business can’t effectively pay 0 tax by righting off all these costs as a business expense?

They do. There is a reason why Amazon isn’t paying tax. They have been operating at a loss for a very very long time. And those loss accumulates and carry forward so they can use that to deduct against tax income in the future
