They can, but this effect (called diamagnetism) is typically very weak.
Iron and nickel are “ferromagnetic” and produce a powerful attractive effect when a magnetic field is applied, so we typically think of this force when we talk magnets.
When something just seems not magnetic at all that’s not really the case, the material is either producing a weak attraction or repulsion.
Silver is one of the more common materials that produces a repulsion force when exposed to a magnet – but the force is too weak to notice.
Dropping a magnet down a copper pipe I think demonstrates that non (edit removed metallic) magnetic metals can affect the ways magnets work.
