In general you can eat raw food, but there is a risk to it. It should not be the case but some raw food does contain various harmful bacteria, fungi or parasites. The exception being living vegetables. There are a lot of efforts put into preventing harmful pathogens from getting sold to the consumer and things like salmonella infections among poultry farms are taken very seriously. However some products can make it into the supermarkets before the outbreak is discovered. So it is not that you can not eat cookie dough, it is rather that you should not.
As for athletes eating raw eggs this is based on some misunderstandings about how digestion works and the desire for some people to look cool. Professional athletes who listen to proven scientific theories avoid raw food, even more then most. Firstly there is no advantage to eating eggs raw and secondly it puts them at higher risk of infections which could disrupt their training, their body and possible the rest of their professional life. However some hobby body builders are still obsessed with eating raw eggs and protein powders even though this have little impact on their training efforts.
if you want to let your kids lick the spoon or have a taste of dough do so. sure there are some risks but if you refuse to eat slightly unsafe stuff you’ll just grow up with a shit immune system.
Plenty of consumables are not supposed to be eaten raw and will make you sick, but a bite or 2 will hardly cause any issues.
