This phenomenon is known as the vestibulo-ocular reflex. When our eyes fixate on a stationary object, our vestibular system detects head movements. To maintain a stable image on the retina, our eyes make small, compensatory movements called saccades. When the motion is smooth and continuous, as in tracking a moving object, the eyes generate pursuit movements. However, these are not as effective in preventing motion blur, so our eyes tend to make saccadic movements to refresh the visual input and maintain clarity. This helps us perceive a more stable and clear image despite the motion.
