Because aeroplanes are affected by gravity, thus they need more fuel flying in the longrun than a satellite orbiting earth in space.

There is no law of physics that states that we cannot do it.

It would be expensive, in equipment, but also in coordinating all the different airlines of the world, to implement the same protocols, to keep their equipment up to date, and to not be encouraged by their local government, to spy on the data that their planes are forwarding.
