Yep.

Alcohol and water evaporate at different rates. Alcohol evaporates much faster than water. If you let your glass of 40% alcohol sit out, the alcohol concentration will drop, because the alcohol evaporates more easily.

Yep! Think about rubbing alcohol, and how much faster it evaporates off of your skin than water.
