Because the liquid that they consist of runs down to the bottom, until the top is too thin to withstand the pressure of the air inside. This pressure is ever do slightly higher than the outside pressure, because the bubble is trying to contract into a droplet due to surface tension. As soon as it pops, droplets form out of the remains.
