Pot causes your blood vessels to dilate (become wider)
This causes your blood pressure to drop and more blood to flow through your blood vessels. Because the blood vessels in your eyes are visible you can see this extra blood – i.e. red eyes
Eye drops can stop this because they will cause these blood vessels to constrict so you go back to having less blood flowing through them.
