Because the weather is affected by the earths current angle/position in its orbit. Because September is correlated with a certain position in that orbit, the weather experienced during that time might look pretty similar to the years prior. As for hurricanes, the same effect applies as well as other environmental factors in the areas that tend to get consistent storms like this.

It’s due to the temperature of the ocean and the rate of evaporation of the oceans water increasing. More water and humidity in the air means potential for more storms
