There will be a lot of other excuses, but the real reason these things expire is money. It’s another way to be taxed. It’s just a source of income for the government.
Because a person’s appearance can change a lot in 10 years (or 5 if you’re a child). Since a person’s appearance matching their photo is a key part of the legitimacy of a passport, they need to be renewed periodically to accurately reflect the appearance of their bearer.
