Depending on the state in the US they /can/ be tracked. It’s not the end of the world anyway. When selling cars you can get some information on the vehicle that the seller might not want prospective buyers to know such as VIN number of the vehicle and similar things.
Mostly just privacy. In Australia you can’t get any sort of information from the registration besides the VIN in some states (all states if you know where to look) and in one state you can check the odometer readings to see if it’s been tampered with to make the car more desirable to sell but apart from that there’s no way you can get any sort of owner information from the plate alone.
